  The sheer effrontery of it all is what sticks in my craw. Ten minutes after strolling back into Westminster, Andy Burnham announces that he intends to be Prime Minister for the next ten years.
Who voted for that?
The intergalactic level of arrogance, the ocean-going sense of entitlement, the stomach-churning moral superiority. All of it on display during Burnham’s stage-managed show of premature triumphalism in Manchester yesterday.
On his hind legs in front of an invited audience of regional mayors and carefully vetted cheerleaders, Burnham went into full Andy Capp mode.
Unveiling a Soviet-style ten-year plan for ‘change’, he announced that the political centre of gravity was being moved to a ‘ Number 10 North’, based – you guessed – in Manchester.
Speaking at the People’s History Museum, Burnham sounded as if he plans to turn the clock back to 1945 as a basis for negotiation. Nationalisation, a massive council house building programme, re-industrialisation, you name it, we’ll keep the red flag flying here.
Andy Capp is running against the last half century of ‘neo-liberalism’ – despite the fact that he was an integral part of it as a New Labour minister under both Tony Blair and Gordon Brown.
Yesterday he posed as the ghost of Clement Attlee, championing a post-war style reconstruction of Britain along socialist lines.

 Actually, never mind 1945, make that 1819. It was when he got to the Peterloo Massacre that I burst out laughing. Listening to our Prime Minister Presumptive, you’d think that it was only last week that the wicked ruling class at Westminster sent in the cavalry to subdue pro-democracy demonstrators in Manchester.
This was politics with a Northern accent. If Surkeir’s resignation address in Downing Street was drowned out by Beethoven’s Ode To Joy, the EU anthem, is then the soundtrack to Burnham’s speech should have been Dvorak’s New World Symphony – aka, the theme music from that famous Hovis advert.
Burnham – Oxbridge graduate, Whitehall spad, former government minister who has never had a proper job outside politics, apart from a brief spell on a trade magazine – has reinvented himself as a horny-handed baker’s boy, pushing a delivery bike uphill against the might of the Westminster oppressors. I'm surprised he didn't turn up wearing a cloth cap and clogs.
It’s cobblers, of course, but it plays well Oop North, apparently. Clapping like performing seals in the front row was a selection of Northern municipal mayors, soon to be greater powers in the land come the Burnham revolution.
Steve Rotheram, from Liverpool – or was it Steve Liverpool from Rotherham? Oliver Coppard, from South Yorkshire, Richard Parker, from the West Midlands, and Tracy Brabin from West Yorkshire.
Tracy Brabin? I thought that name rang a bell. Last year she was spotted in Brazil on a climate change jolly, along with Surkier, Ed Miliband and an assortment of municipal freeloaders including London’s two-bob chancer of a mayor Genghis Khan.
What was the Mayor of West Yorkshire doing in Rio? ‘Mayors are the tugboats of change, pushing the tankers of Government towards a greener world,’ Tracy explained helpfully. I’m sure they speak of little else in the saloon bars of Halifax, Dewsbury and Leeds.
Tugboat Tracy used to be an actress in Coronation Street, a modern-day Hilda Ogden. Which should come in handy once Number 10 North opens for business.

 The Boys In The Bubble will have to hop on the rattler to Manchester Piccadilly, if they want access to Burnham, and set up shop in the Rovers Return, rather than the Red Lion in Whitehall.
Andy Capp promises more power to regional mayors like Tugboat Tracy. In America, they’ve got Trump. In Britain, we’ve got Trumpton.
It’s not as if these mayors have been a roaring success. Burnham claims all the credit for ‘Manchesterism’ but the renaissance of that proud city pre-dates him. His main achievement is painting the buses yellow and subsidising a cluster of unaffordable tower blocks.
The so-called King of the North says his devolution revolution will extend not just across the old Labour Red Wall, now firmly in the Reform camp, but also as far south as That London.
He promises to bring ‘growth to every postcode’. Believe that when you see it. Most people in London and the South East postcodes will be expected to pick up the bill for the regeneration of the North.
Vastly increased property taxes, wealth taxes, death taxes and levelling up capital gains tax will all impact disproportionately on London and the South East, the engines of wealth creation.
Burnham’s plans to give more power to mayors will go down like a Led Zeppelin in London, which has been laid to waste under Labour’s Khan.
What have Londoners got to show for ten years of misrule under Genghis, apart from hideously expensive ULEZ and congestion charge zones, artificially created traffic jams, boarded-up shops and an epidemic of knife crime, phone theft and retail robbery.

 Andy Capp is offering more of the same. And, like Burnham, Genghis says he plans to go on and on.
At least Khan has won three elections, albeit on a low turnout. Burnham has only won a by-election in Makerfield with fewer than 30,000 votes. Yet he is already behaving as if he is Prime Minister.
That hubristic, vomit-inducing selfie with 200 gawping Labour MPs was bad enough. The Manchester speech was in the same league, delivered only to admirers.
The Mail’s Quentin Letts describes elsewhere how he was denied access to the hall, as Burnham seeks to evade any kind of scrutiny. But it’s not just Quentin excluded from the process, it’s the rest of us who won’t get a look in.
Andy Capp will waltz into Downing Street without ever having to answer difficult questions about policy, having never faced a hostile audience or had to confront a challenger.
His Manchester speech was a stream of vacuous platitudes, most of which could have come straight from the Keir Starmer songbook two years ago.
Meet the new boss, same as the old boss.
‘Place-based collaboration’? What the hell does that mean? ‘Complimentary industrial clusters’? I suppose it makes a change from Surkeir’s complimentary spectacles and suits, courtesy of his benefactor Lord Alli.
The Messiah Without A Mandate appears to think he is above the normal cut-and-thrust of politics. He might have been away from Westminster for almost a decade but that’s no barrier to him becoming PM without a General Election.
There’s even talk of bringing back David Miliband from self-imposed exile in America and making him Foreign Secretary, even though he resigned as an MP 16 years ago after being stitched up by his kid brother in the Labour leadership contest. No one will have voted for him, either.
If that happens, and with Ed Miliband still tipped to become Burnham’s Chancellor, the Brothers Grim will be reunited in Cabinet.
I’m reminded of the famous heckle at the Glasgow Empire, when Bernie Winters emerged from behind the curtain to join his brother Mike on stage:
‘Oh, no, there’s two of them!’
 What sickens me about this circus is the way in which the political class believe they own the process. And, with a few honourable exceptions – such as our own Q. Letts Esq – the Bubble is happy to go along with it, as if someone who wasn’t even on the ballot at the last General Election is perfectly entitled to become our next Prime Minister unchallenged.
We’ve already been treated to glowing profiles of Burnham, a humble, working-class lad who loves his football, etc. All of which may be true, but still doesn’t legitimise his automatic right to be PM.
Yes, you can fool some of the people some of the time. But you can’t fool all of the people all of the time.
The public are already catching up with the enormity of this outrageous anti-democratic coup. Even as Burnham was on his feet in Manchester, the latest poll showed that 43 per cent of the electorate have a negative view of him, before he’s entered Downing Street.
Which is why I still believe he won’t call a snap election, regardless of the whispers coming from within his camp.
His ascent to power is dripping with hubris. And we all know what follows hubris.
Enjoy it while you can, Andy, it’s downhill all the way from here.
